Whence the cap-and-trade system?

As the U.S. and other governments seek to limit carbon dioxide emissions, the merits of two different strategies are typically debated: direct taxation and cap-and-trade. This NYTimes article recounts the the origins and success of cap-and-trade for limiting sulfur dioxide emissions, and examines both the potential for success and the political obstacles in using it to reign in carbon dioxide emissions.
